The secretary general of the Office of the Narcotics Control Board (ONCB) stated that hemp cannot be legally cultivated, imported, exported, sold, possessed or consumed without a permit as it is a Class 5 narcotic. The matter was still being considered by the Council of State though the cabinet currently agreed in principle to take hemp off the narcotics list, after that it would be sent back to the cabinet final approval. Then the public health will issue a ministry regulation which will be announced in the Royal Gazette. However, during the first five years of the new regulation, hemp imports will be banned unless for research.
